Did you post anything in IC, since the last time you've retrieved the subledger into GL? If not, then this report will be blank. Has the batch already been retrieved into Ledger?

Look for the data file ICALBTCH (if you are using Adagio Ledger 90A) or the file ICGLBTCH (if you are using Ledger 1A or earlier). If this file is 0 bytes in size, it is empty. If it is greater than zero bytes, then there is information in the file, and the problem is with the report - and we are now aware of any problems with printing this report.
