Can a department have both Balance Sheet and Profit & Loss Ledger accounts?

Yes, but the AR & AP control accounts are usually difficult to manage if those modules are installed.

Even though the answer is yes, it is very unusual for a company to want a departmental balance sheet. They would have to be keeping separate bank accounts for each department and would have to very careful about coding to the right department when paying bills.
