Install works find but when you access Ledger after the install the splash screen indicates 190720 and also the Help and About drop down box indicates the same.

This hot fix only touched the Financial Reporter and not the Ledger.exe, which is why the version number didn't change. This note was at the top of the Hot Fix release notes:

NOTE: Only the Financial Reporter was changed for this Hot Fix, not the Ledger program. The splash screen displayed when starting Ledger and the Financial Reporter will continue to show the version / date as 9.3A (190720), as will the Help About screen in Ledger. To determine if the Hot Fix has been installed, confirm the version in the Help About in Financial Reporter is 2.1.8.2673.
