We have an order action report showing orders by item and the quantities. Can i subtotal to show the total qty on order for a item?

No, the order action report doesn't subtotal or total.

The best that it can do is to sort on the first column selected. It puts a blank line where you think the subtotal should go.

If you need such a report, that's what Adagio GridView or Crystal Reports for Adagio does.
